The Safe Environment Program is a pastoral commitment of the Archdiocese of Agaña to protect the dignity, safety, and well-being of every child and vulnerable person entrusted to the Church's care. Rooted in the Gospel and the Church’s moral responsibility, this program ensures that our parishes, schools, and ministries remain places of trust, healing, and faith.
Creating and safeguarding a culture of safety is not simply a policy—it is a ministry of presence, responsibility, and love. As a faith community, we are called to be vigilant in our protection of the innocent, and compassionate in our care for those who have been harmed.

Background and Purpose

In 2002, following a time of profound pain and public accountability, the United States Conference of Catholic Bishops adopted the Charter for the Protection of Children and Young People. This Charter, revised in 2005 and 2011, established a Church-wide framework to promote healing, ensure transparency, and prevent abuse in all dioceses across the United States.
The Archdiocese of Agaña responded by creating a comprehensive Safe Environment Program, aligned with the Charter and grounded in local implementation. Our goal is not only compliance with best practices, but a faithful commitment to protect the most vulnerable in our care.

Why This Program Matters

Every child should grow up in a Church where their presence is cherished, their voice is heard, and their safety is assured. The Safe Environment Program exists to make that vision a reality.
Through formation, accountability, and vigilance, we foster ministries where trust is earned and protected. The program is also a direct response to those who have suffered harm—an ongoing expression of the Church’s repentance, healing, and resolve never to repeat the failures of the past.

Core Components of the Program

The Archdiocese of Agaña’s Safe Environment Program includes:
 - Mandatory training for clergy, employees, and volunteers, including VIRTUS: Protecting God’s Children®
 - Clear Standards of Behavior and Codes of Conduct in ministry with minors and vulnerable persons
 - Background checks and appropriate screening for those working with or near minors
 - Oversight and reporting systems to support accountability and swift action when concerns arise
 - Education for families and staff to support prevention, communication, and community awareness
