The archbishop consults with many groups in the archdiocese. Each group is guided by terms of reference and by the Church's own legislation, called Canon Law. Members of the group are usually appointed by the archbishop with some exceptions. These groups reflect the collaborative nature of the diocesan decision-making process.

Can. 501 §2. When a see is vacant, the presbyteral council ceases and the college of consultors fulfills its functions.
Within a year of taking possession, a bishop must establish the presbyteral council anew.
